did you find a solution?
I have a similar problem in a clean installed SP10 Solman in the landscape administration.
The tab Logical Components shows only the POWL error message. It strikes, that the other tabs (product systems, technical systems ...) are greyed out. There are no actions possible.
The mentioned notes doesn't help. Solman_setup is done fine (green rating) without problems in any step.
